The opening paragraph proposes a simple method of accomplishing a simple task. It’s task: guard the MBS & keep it safe from all profanation. It’s method: definitively propose the requisite safeguards and cautions.

SCR, identifying the MBS’s “safest possible keeping” and “entire prevention from injury of any kind” as its goal, perceives the opportunity of updating the security methods in better keeping with the current times.
It refers to its previous work from nine years earlier when it responded to three questions by issuing certain norms to be observed concerning the distribution and reservation of the Eucharist. Here it turns its attention more directly, not merely on reservation but on its “safest possible keeping” and “prevention from injury of any kind.”
This attention to security and injury-prevention is the scope of this instruction. As such, it is a purpose more narrowly-defined than the corresponding paragraphs either in the GIRM or the CIC which treat on, respectively “The Place for the Reservation of the Most Holy Eucharist” and “The Reservation and Veneration of The Most Holy Eucharist.”
It may take a moment to adjust to the possibility that the MBS might be in any danger or that there does in fact exist the risk injury of any kind. A brief google search using the three key words “tabernacle” “robbery” and “eucharist” will quickly supply ample evidence of the reality of the need for attention in this regard.
